Youth Star Cambodia is a pioneering local NGO working in the field of volunteerism and youth development in Cambodia, and was established in 2005. Our mission is to build a just and peaceful nation through citizen service, civic leadership, and social entrepreneurship. Our work is guided by the belief that building a just and peaceful nation is every citizen's right and responsibility, and that each individual can make a difference.

A strategic plan was developed in 2007 covering the implementation period of 5 years (2007-2011). On-going monitoring activities were conducted on a routine basis and a number of improvements or adoptions were made as results of the lessons learned. A mid-term review was conducted on 2009 by an external consultant to assess the successes and challenges during the half way of its strategic plan implementation, including an emphasis for strengthening Youth Star monitoring and evaluation system. The implementation of its first strategic plan will be completed by the end of 2011, and thus it is necessary to conduct a final evaluation, to be conducted by external consultants.

We are now inviting applicants with Monitoring and Evaluation experience to apply for M&E Consultant role to assess achievements and challenges of program implementation and support functions during the implantation of strategic plan 2007-2011, in order to generate lessons learned and suggestions for improvement regarding program implementation and organizational practices in the next phase. The evaluation will be conducted during October-November 2011.There will be total of 15 days consultancy days.
